93 June 06 24 Annual Water Quality Report for 2023 Public Water Supply ID INTRODUCTION To comply with State and Federal regulaons Village of Kiryas Joel will be annually issuing a report describing the quality of your drinking water The purpose of this report is to raise your understanding of drinking water and awareness of the need to protect our drinking water sources Last year and in previous years we conducted tests for over 109 contaminants We detected 14 of those contaminants This report provides an overview of last year s water quality Included are details about where your water comes from what it contains and how it compares to State standards If you have any quesons about this report or concerning your drinking water please contact Mr Jacob Gluck at the Village of Kiryas Joel Water Department at 845 7838300 extension 270 or the Orange County Department of Health at 845 291 2331 We want you to be informed about your drinking water The Village of Kiryas Joel Water Supply Systems serves a populaon of approximately 42 055 people WHERE DOES OUR WATER COME FROM In general the sources of drinking water both tap water and boled water include rivers lakes streams ponds reservoirs springs and wells As water travels over the surface of the land or through the ground it dissolves naturally occurring minerals and can pick up substances resulng from the presence of animals or from human acvies Contaminants that may be present in source water include microbial contaminants inorganic contaminants pescides and herbicides organic chemical contaminants and radioacve contaminants In order to ensure that tap water is safe to drink the State and the EPA prescribe regulaons which limit the amount of certain contaminants in water provided by public water systems The State Health Department s and the FDA s regulaons establish limits for contaminants in boled water which must provide the same protecon for public health Our water source is groundwater wells groundwater drawn from thirteen 46 500 feet drilled wells plus two standby emergency wells The water is pumped from the wells to five treatment facilies Two of the treatment facilies treat the water by chlorine and potassium permanganate addion to enhance the iron removal process as it passes through greensand filters and for disinfecon purposes The third treatment facility treats the water by causc phosphate and chlorine addion for the purpose of corrosion control iron sequestering and disinfecon prior to distribuon The fourth treatment facility treats the water by filtraon followed by chlorine addion and UV for the purpose of disinfecon prior to distribuon The fih treatment facility treats the water with chlorine for the purpose of disinfecon prior to distribuon The NYS DOH has completed a source water assessment for this system based on available informaon Possible and actual threats to this drinking water source were evaluated The state source water assessment includes a suscepbility rang based on the risk posed by each potenal source of contaminaon of the source water it does not mean that the water delivered to consumers is or will become contaminated See Table of As menoned before our water is derived from 13 drilled wells and two standby emergency wells The source water assessments has rated these wells as having a medium high to very high suscepbility to microbials nitrates industrial solvents and other industrial contaminants These rangs are due primarily to the close proximity of SPDES permied discharge facilies industrial commercial facilies that discharge wastewater into the environment and are regulated by the state and or federal government and the low level residenal acvity that are located in the assessment area In addion the wells draw from confined aquifers with the esmated recharge area within the selected me of travel and may not provide adequate protecon from potenal contaminaon While the source water assessment rates our well as being suscepble to microbials please note that our water is disinfected to ensure that the finished water delivered into your home meets New York State s drinking water standards for microbial contaminaon A copy of the assessment including a map of the assessment area can be obtained by contacng us as noted in this report FACTS AND FIGURES Our water system serves approximately 42 055 people through approximately 7 467 service connecons The total amount of water produced in 2023 was 806 3 million gallons The daily average of water treated and pumped into the distribuon system is 2 209 128 gallons per day The amount of water metered to customers was 749 1 million gallons This leaves an unaccounted for total of 57 2 million gallons This unaccounted water was used to flush mains fight fires filter backwashing and leakage In 2023 water customers were charged 4 75 per 1 000 gallons of water ARE THERE CONTAMINANTS IN OUR DRINKING WATER As the State regulaons require we rounely test your drinking water for numerous contaminants These contaminants include total coliform sodium inorganic compounds nitrate nitrite lead and copper radiological volale organic compounds total trihalomethanes and synthec organic compounds The table presented below depicts which compounds were detected in your drinking water The State allows us to test for some contaminants less than once per year because the concentraons of these contaminants do not change frequently Some of our data though representave are more than one year old It should be noted that all drinking water including detected however these contaminants were detected below New York State requirements Although Arsenic was detected above the MCL it did not trigger a violaon Compliance for arsenic is based on a running annual average The running annual average for arsenic is in compliance with the EPA s MCL It should be noted that the acon level for lead was exceeded in one of the samples collected We are required to present the following informaon on lead and arsenic in drinking water NYS and EPA have promulgated a drinking water arsenic standard of 10 parts per billion While your drinking water meets the standard for arsenic it does contain low levels of arsenic The standard balances the current understanding of arsenic s possible health effects against the costs of removing arsenic from drinking water EPA connues to research the health effect of low levels of arsenic which is a mineral known to cause cancer in humans at high concentraons and is linked to other health effects such as skin damage and circulatory problems Lead can cause serious health problems especially for pregnant women and young children Lead in drinking water is primarily from materials and components associated with service lines and home plumbing Village of Kiryas Joel Water Department is responsible for providing high quality drinking water and removing lead pipes but cannot control the variety of materials used in plumbing components in your home You share the responsibility for protecng yourself and your family from the lead in your home plumbing You can take responsibility by idenfying and removing lead materials within your home plumbing and taking steps to reduce your family s risk Before drinking tap water flush your pipes for several minutes by running your tap taking a shower doing laundry or a load of dishes You can also use a filter cerfied by an American Naonal Standards Instute accredited cerfier to reduce lead in drinking water If you are concerned about lead in your water quality of your drinking water during that me INFORMATION ON RADON Radon is a naturally occurring radioacve gas found in soil and outdoor air that may also be found in drinking water and indoor air Some people exposed to elevated radon levels over many years in drinking water may have an increased risk of geng cancer The main risk is lung cancer from radon entering indoor air from soil under
